Towner Management Company, Inc. was formed in Baltimore City in 1992. Today, Towner manages approximately 900 scattered site and multi-family residential units, 25 retail stores, and 2 office buildings in Baltimore City.Towner Management manages property for the Housing Authority of Baltimore City, The Enterprise Community Investment Corporation, Chevron TCI, Wachovia Affordable Housing Community Development Corporation, Homes for America, Southwest Visions, Neighborhood Housing Services of Baltimore, and other owners. Nearly all of the properties managed by Towner Management are located in Baltimore City. Although market-rate units are included in its inventory, most of the rental properties managed by Towner are occupied by low and moderate-income residents, many of whom are receiving housing assistance payments from the Section 8 program, Baltimore City Department of Social Services, and the Baltimore City Office of Homeless Services. Towner has experience processing applications for these subsidized units (HUD 202, Project Based Section 8, and other subsidy programs) and performing income certifications in accordance with HUD and Low Income Housing Tax Credits regulations.
